The US Senate Armed Services Committee on Wednesday published an amended version of the 2019 National Defense Authorization Act which contains provisions calling for strengthened security cooperation and military communication with Taiwan including supporting US troops to participate in the island's Han Kuang exercises. The legislation will very likely pass the Senate.
The 2018 National Defense Authorization Act garnered extensive attention as it demanded the US defense secretary evaluate the possibility of mutual visits by naval vessels between the US and Taiwan. Congress also passed the Taiwan Travel Act, which allows high-level visits between leaders of Taiwan and the US. Still, his statements, for example, his demand for payment from allies whom he wanted to sacrifice, indicated not just irrationality but implicit weakness. Indeed, the quick transition from an a promised nuclearimminent nuclear war to praise for Kim indicated the subconscious sense of insecurity and weakness. Kim could hardly take Trump's threat of war and "Qaddafi scenario" seriously. Trump would have struck North Korea long ago if not for General Mattis' sober note that a full-blown conflict would have catastrophic consequences, not just for North Korea, South Korea and Japan, but for the US itself. He also understood that neither South Korea nor Japan would be fully on the US' side. Negotiation is the only option which, regardless of its outcomes, would implicitly underscore the US' diminishing ability to impose its power on the rest of the world. Indeed, no American president would treat as an equal the leader of a small country which has been dubbed a "rogue state," and which generations of presidents dismissed as not being worthy of sitting with the leader of a superpower.
The very fact that Kim would discuss these matters with Trump not only indicates his status as leader of a nuclear state, but would implicitly be a sign of the US' diminishing status in the global arena, regardless of Trump's hubris.

He also talked about troop presence in some form. So he could agree to a peace treaty. All they have to do is get a peace treaty, and then eventually peace treaty would just naturally undermine rationale for our troop presence in South Korea. Just mentioning that itself will mean, one, the Chinese are not going to go back to maximum pressure. And, two, the South Koreans ? the progressive South Korean government are then going to leap five steps ahead to consolidate inter-Korean engagement. Japan, our key ally in Asia, will be marginalized and isolated, right? And the Chinese will be happy because we’re not talking about bloody nose, or 2017, or war, or maximum pressure sanctions. A 「非核化」の最大のポイントは、核弾頭の廃棄をどのタイミングで、どこで実施するかである。米国側は、既存の弾頭は直ちに北朝鮮から搬出し 米国において廃棄作業を実施することを望むと考えられるが、北朝鮮は、米国による体制の保証および安全の保証を担保しようとするならば、 直ちに廃棄することに応じることはないと考えられる。弾頭を国外に搬出せず、解体、廃棄作業を北朝鮮国内で行う場合、 そのための施設・設備の整備などが必要となればさらに長期的な作業となるであろう。
B 完全性および不可逆性を担保するためには、ウラン濃縮、再処理(プルトニウム抽出)能力の除去が必要であるが、特にウラン濃縮については、 自国のウラン資源の活用という観点からも平和的利用までも禁止した完全な廃棄に北朝鮮が応じない可能性がある。
C 検証については、核兵器解体のプロセス(弾頭の解体およびミサイルの解体)の検証と、弾頭解体後、核兵器の不存在が 確立された後の検証に分けて考える必要がある。前者については、米朝の二国間(プラス他国?)の取り決めがなされ米国(プラス他国)によって 実施されることになるであろう。核兵器の解体プロセスにおいては非核兵器国の人員は核不拡散の観点からアクセスを許されないため、 IAEAが関与する可能性は低い。二国間で実施した場合、国際社会からの信頼をどのようにして得るかが課題となる。後者については、 同様に米朝間で実施される可能性もあるが、IAEAによって実施される可能性もある。その場合、北朝鮮のNPT上の地位をどう解釈するか (北朝鮮自身は脱退したと主張)によって手法が異なってくるであろう。おそらく、北朝鮮の場合には、IAEAと当事国間(北朝鮮、米国など)で 個別の取り決めがおこなわれることになるのではないかと予想される。
D 「非核化」の完全性および北朝鮮の核の脅威の完全な削減のためには、北朝鮮の核活動の全体像を把握する必要がある。完全性を確認するためには、 これまでの活動記録等のデータの精査、関係者へのインタビュー、衛星画像等の活動、それ以外のインテリジェンス情報などを通じ、 疑義のある活動や施設を特定し、それらへの立ち入りなどを通じて秘匿されている未申告の活動がないかどうかを確認する必要がある。 問題は北朝鮮がそのような浸透的な活動を認めるかどうかである。
