As mentined above, we start learning English at 13. It means our total English learning time is about 1000 hours when graduating from high schools.This is definitely insufficient.
In Hong Kong, students start learning English in primary schools. So, they spend 3000 hours learning English, three times as much as that of Japanese students. Simply, our poor English ability is due to this insufficient amount of learning time.
