ツイッター、右派アカウント凍結 トランプ氏投稿の改ざん動画作成
［２４日 ロイター］ - 米ツイッター(TWTR.N)は２４日、著作権に関するポリシーに
繰り返し違反があったとして、右派でトランプ大統領支持派として知られる通称「カー
ペ・ドンクタム」のアカウントを永久凍結した。トランプ大統領が先週投稿し、ツイッ
ターが「操作されたメディア」と警告した動画を初めに掲載していた。
問題の動画はＣＮＮの動画に手が加えられたもので、黒人の子どもが白人の子どもに追
いかけられ、「おびえた幼児が人種差別主義の幼児から逃げる」という字幕が表示され
ていた。
カーペ・ドンクタムのアカウントは昨年７月にも、トランプ大統領がＣＮＮのジャーナ

今年の米大統領選で民主党候補指名が確定したバイデン前副大統領の支持率は、24日公
表された全国世論調査で50％と、トランプ大統領の36％を上回った。経済や新型コロナ
ウイルスを巡る動向と、人種差別や警察の暴力に反対する抗議活動が引き続きトランプ
氏に重しとなった。
ニューヨーク・タイムズとシエナ・カレッジが実施したこの調査でバイデン氏がつけた
14ポイントのリードは、今年に入ってからの最大に並んだ。
バイデン氏は女性有権者からの支持でトランプ氏に22ポイント差をつけたほか、男性か
らの支持でも３ポイント上回った。さらに、ほぼ全ての年齢層と民族グループの間で

6月22日からの週に入って中国・重慶の水害がいよいよひどいことになってきた。中国当局は80年に一度規模の
大洪水だと警告を発している。
心配なのは、重慶を流れる長江の下流にある世界最大の水力発電ダム「三峡（さんきょう）ダム」（湖北省宜昌市
三斗坪）の強度だ。中国水利部当局も「ブラックスワン」（起こる可能性は確率的に非常に低いが、起これば極めて
大きな衝撃を引き起こす事象）に例えて強い懸念を示すほどだ。
すでに南部は折からの集中豪雨で水浸しになっている。中国中央気象台が6月24日に発表したところでは、6月に
入ってすでに連続23日、暴雨警報を出しているという。24日も広い範囲にわたって「暴雨イエローアラート」が発令
された。暴雨は貴州、広西、湖南、江西などで大規模洪水を引き起こし、さらに今後数日、集中豪雨が続くと予報
されている。
今年（2020年）の洪水被害の被災都市はすでに26の省、自治区、直轄市におよび、被災者数は1122万人。長江
沿いの湖北省の680のダム湖、安徽省の299のダム湖は制限水位を超えており、目下全力で放水による水位調節を
行っているが、もはや洪水防止の役にはたっていない。安徽省の六安市などは村ごと水に沈んでいるところが
いくつもある。
中国応急管理部は6月23日までに657.1万人に緊急避難を指示、21.3万人に対して緊急生活救助を行っている。
だがすでに9300以上の家屋が倒壊し、17.1万以上の建物が損壊。農作物の被害は86.1万ヘクタールにおよび、
直接的経済損失は241億元に上るという。

トランプ米政権は、新型コロナウイルス感染症（ＣＯＶＩＤ１９）検査所への支援を薬局
など民間部門に移しつつある。感染者が急増しているテキサス州には連邦政府が支援する
検査所の約半数があり、こうした変更に同州選出の共和党上院議員からは批判が出ている。
米厚生省によると、連邦政府が支援するコロナ検査所は現在５つの州に計13カ所設けられ、
うち７カ所がテキサス州にある。今月30日でこれら施設への政府支援は終了し、検査の軸
足は薬局600店舗と医療センター1300カ所に移ると、ジロアー厚生次官補が電子メールで明
らかにした。
テキサス州は経済再開後に新型コロナ感染が急増している州の一つ。24日の新規感染者は
5551人と１日としては過去最多を記録した。
同州選出の共和党コーニン上院議員は、タイミングの悪い措置だと批判。24日の声明で「私
にとってはかなり明白で、誰にとっても明らかだと思うが、感染者数の増加を考えれば、今
は検査面で警戒を緩める時ではない」と指摘。「少なくとも最近の感染急増への対応が済む
までは、テキサス州内での連邦政府支援は拡充されるべきだと考える」と述べた。

There are still 131 days ? an eternity in politics ? to go before the general
election, but as of right now, former Vice President Joe Biden has a commanding
lead over President Trump. Last week, we unveiled FiveThirtyEight’s polling
average for the 2020 presidential election, which adjusts for things like the
quality or recency of the poll. (If you’re curious, you can read more about
how it’s calculated here.) And as of Wednesday, June 24,1 Biden leads Trump
nationally 50.9 percent to 41.3 percent (a margin of 9.6 points).

So although it’s still early (and the race can still change), we thought it
would be good to set a marker for what the state of the race is at this point.
So here are a few takeaways from our polling averages:
First, Biden’s lead has clearly widened in the past month. He now leads by more
than 9 points, but on May 25, Biden led by an average of only 5.8 points (48.9
percent to 43.1 percent). On that day, though, police officers killed George
Floyd in Minneapolis, touching off weeks of protests nationwide. Americans gave
Trump poor marks for his heavy-handed response, such as his administration’s
use of the military to clear protesters from in front of the White House so he
could pose for a photo. In addition, voter approval of Trump’s handling of the
coronavirus pandemic continues to sink, and the president has faced several other
controversies in the past week or so. So while we can’t say for sure how much
these events might be driving Biden’s increasing advantage in the polls, it
seems probable that recent events have hurt Trump’s reelection chances.

also led in most polls of the 2016 election (Clinton, obviously, ended up losing

Of course, Trump became president because he won the Electoral College despite
losing the national popular vote. But if Biden wins the popular vote by 9.6 points,
his current lead, Trump would be extremely unlikely to pull off the same trick.
In our state-by-state polling averages, Biden currently leads in states worth 368
electoral votes, far more than the 270 needed to win.2

However, the Electoral College looks like it could still give Trump an advantage,
just like it did four years ago. It’s hard to see that advantage now because Biden
leads in nearly every swing state, but if you look at each state’s polling average
relative to the national polling average3 (the rightmost column in the table below),
you get a sense of whether the state is redder or bluer than the country as a whole.
As you can see, by this metric, many of these states lean more toward Trump than the
country does. That means that, if the overall race tightens, those states could
slide into Trump’s column, allowing him to once again win a majority of electoral
votes even if Biden wins the national popular vote.

“Lean relative to nation” is how much more pro-Biden or pro-Trump a state’s
polling average is than the national polling average.
Right now, according to our polling averages, Florida would be the “tipping
point” state of the election ? the state that will give a candidate his 270th
electoral vote. (In other words, if Biden wins every state above Florida in the
table, and Trump wins every state below Florida, both would still be short of
270 electoral votes. So whoever won Florida would win the election.)

For now, though, it’s notable that the Midwestern swing states ? namely, Michigan,

Texas. That’s a similar story to 2016, when the election was decided in the Midwest.
But based on these early polling averages, a few states seem to have gotten a bit
more Democratic since the last election (even accounting for the bluer national
environment). For example, Michigan’s polling average almost exactly mirrors the
national polling average right now, despite Michigan voting 2.3 points to the right
of the nation in 2016. It’s especially surprising to see Michigan so far away
from Pennsylvania and Wisconsin in the table above, considering how similarly those
three states voted in 2016.

A growing share of Republicans believe that the nation has turned a corner in
its struggle with the coronavirus. A majority of Republicans and Republican-
leaning independents (61%) now say that when thinking about the problems facing
the country from the coronavirus, “the worst is behind us,” while 38% say the
“worst is still to come.” This marks a reversal of opinion since early April,
when a majority of Republicans (56%) said the worst was still to come.
By contrast, just 23% of Democrats and Democratic leaners say that the worst is
behind us when it comes to problems from the coronavirus; more than three times
as many Democrats (76%) say the worst is still to come. This is a more modest
change from April, when an even larger majority of Democrats (87%) said the worst
was still to come.

Biden tops Trump by 9 points, 49-40 percent, in a Fox News survey of Florida
registered voters. That’s up from a 3-point edge in April (46-43 percent).
Among those “extremely” motivated to vote, Biden’s lead grows to 11 points
(53-42 percent).
In 2016, Trump received 49 percent of the vote, winning the Sunshine State by one point.
The former vice president owes his advantage to the backing of Hispanics (+17 points),
women (+18 points), and Millennials born between 1981 and 1996 (+30).

Mr. Trump’s base of 35% or so will never leave, but the swing voters who stood
by him for three and a half years have fallen away in the last two months.
This includes suburban women, independents, and seniors who took a risk on him
in 2016 as an outsider who would shake things up. Now millions of Americans are
close to deciding that four more years are more risk than they can stand.

After all, back in June of 2016, Hillary Clinton led Trump by anywhere from 4
to 10 points. Trump was deeply unpopular back then and still won.
So, can Trump to turn things around this year like he did in 2016?
The biggest challenge for Trump is that he’s not the outsider anymore.
He’s in charge. And, when you are in charge you need to prove that you are
effective at dealing with the issues currently enveloping the country.
Today, those issues are racial justice and the coronavirus.
Right now, voters see him flailing on both. To change those perceptions, Trump
needs to meet the moment. Instead, he is doubling down on his divisive racial
rhetoric and continuing to take a dismissive approach to COVID-19.
By the fall, it’s fair to think the country could be wrangling with another
set of issues, which could allow Trump to reset opinions of his presidency.
Even so, he can't simply erase these last few weeks from voters' memories.

【北京=羽田野主】中国の国会に相当する全国人民代表大会（全人代）常務委員会は28日、
30日までの日程で審議を始めた。中国国営の新華社は中国政府が香港で統制を強める
「香港国家安全維持法案」の審議を再開したと伝えた。
7月1日は香港が英国から中国に返還された記念日で、毎年民主化を求めるデモが起きてい
る。習近平（シー・ジンピン）指導部は同法の成立後、直ちに施行するとの見方が強まっ
ている。
同法案は中国政府が香港に治安維持機関となる「国家安全維持公署」を新設、国家安全に
関わる情報の収集・分析や国家安全を脅かす犯罪事件の処理などを扱う内容。香港での抗
議活動などを中国政府の治安維持機関が直接取り締まる事態を想定しているとみられる。
香港の憲法に相当する「香港基本法」の付属文書に例外として追加し、香港立法会（議会）
の審議を経ないで施行する見通しだ。
中国は香港に独自の行政、立法、司法権を認める「一国二制度」を採用してきた。同法案
の成立で香港の自治が崩壊し、外資系企業の活動にも影響が出かねないとの懸念が国際社
会で広がる。
全人代常務委は香港選出の委員のほか、約10人の香港選出の全人代代表も参加する。会議
の投票権はないが意見を表明できるという。同法案へ賛意を示し、正当性を誇示するねら
いとみられる。
