俺も最初指定したキー押してもダメだったけどfix見つけて無事動いた

Random Encountersの6の作業でinput_azerty.ini input_qwerty.ini input_qwertz.ini
書き換えずにDocuments/The Witcher 3/　のinput.settingsの先頭に

[Exploration]
IK_9=(Action=RefreshRESettings)
IK_0=(Action=RandomEncounter)

[Exploration_Replacer_Ciri]
IK_9=(Action=RefreshRESettings)
IK_0=(Action=RandomEncounter)

[Horse]
IK_9=(Action=RefreshRESettings)
IK_0=(Action=RandomEncounter)

[Horse_Replacer_Ciri]
IK_9=(Action=RefreshRESettings)
IK_0=(Action=RandomEncounter)

を書き足してそのまま起動　9でmodの設定を保存　0でmodをリフレッシュ
9押すとRandom Encounters settihgs have been saved! って出る
0押した時はポップアップ出ないけどちゃんと機能してるみたい
