Googleアカウントのログインやり直しは再起動で動かなくなったので、頂いた内容を一通りやってみてた。
結果、アプリ課金問題は解決した。Securityアプリの設定でGoogle Playのプロセスが残るようになったかな？
Auto Start→Associated AutostartにGoogle Playを追加
Acceleration→歯車→ Acceleration protection listにGoogle Playを追加
Acceleration→歯車→ Auto release memoryをオフ
